Meta ads not delivering or spending: the common causes

Learning phase and deliveryUpdated 6 min read

In short

When Meta ads don't deliver, the Delivery column in Ads Manager usually says why: the ad is still in review, it was rejected, something at another level is switched off, or the ad set has a warning (Meta Business Help). If the status looks fine but the budget isn't spent, the usual suspects are a bid or cost goal that is too low for the auction, an audience that is too small, saturated or overlapping, or a payment problem.

Step 1: Read the Delivery column on all three levels

Campaigns, ad sets and ads each have their own delivery status. Your campaign can look active while the ad set or ad shows "In review" because you changed something recently, so Meta recommends checking the status on every level when delivery stalls (Meta Business Help). The statuses that most often explain missing impressions:

  • In review: the ad is being checked against Meta's Advertising Standards and runs as scheduled afterwards.
  • Rejected: the ad doesn't comply with the Advertising Standards and can't run.
  • Preparing: the ad passed review and is being matched to the right bid and audience. After its first impression, it enters the learning phase or becomes active.
  • Ads off or Ad set off: the campaign is on, but a level below it is switched off.
  • Scheduled, Completed or No ads: the start date is in the future, the end date has passed, or there is no published ad.

Hovering over errors and warnings shows more about the status and whether you need to act (Meta Business Help).

What "In review" means and how long it takes

Before ads run on Facebook or Instagram, Meta reviews them against its Advertising Standards, mostly with automated systems. Most ads are reviewed within 24 hours, sometimes it takes longer (Meta Business Help).

Edits start a new review if they change targeting, creative, optimization or the billing event. Changes to bid amount, budget or ad set schedule don't. So if a running ad suddenly shows "In review" again, look at what was edited last.

When an ad was rejected

You get an email with a link to Business Support Home, where the reason is listed. You can then edit the ad, create a new one, or request another review if you think the rejection was wrong; Meta aims to decide on a review request within 48 hours. Severe or repeated violations can lead to restrictions on the ad account, so fix the cause instead of resubmitting the same ad (Meta Business Help).

Why Meta doesn't spend the full daily budget

First, check whether there is a problem at all. A daily budget is an average over the calendar week, not a fixed amount per day. On days with better opportunities, Meta may spend up to 75% more than the daily budget, on others less, and over a week it spends no more than seven times the daily budget. With ad set budget sharing switched on, the limits are higher (Meta Business Help). One low day is normal.

If spending drops over several days, Meta suggests these checks (Meta Business Help):

  • Bid cap or cost per result goal too low. If other advertisers bid more aggressively, your cap may no longer win auctions. Raise or remove it, or optimize for an event higher up the funnel.
  • Creative fatigue. If the audience has seen the same ad too often, the status shows "Creative limited" or "Creative fatigue".
  • Audience saturation. A large share of the audience has seen your ads without acting. A larger audience helps.
  • Frequent pauses or late budget changes. Doubling a budget at 10 pm leaves the system two hours to spend it, so that day may end under budget.

Overlapping audiences are another cause. When several of your ads enter the same auction, only the one with the highest total value competes, which can keep an ad set from spending its budget (Meta Business Help). Combining similar ad sets reduces the overlap.

Payment problems stop ads too

If there isn't enough money on the card for a charge, ads can be paused. Meta's advice: keep enough funds on the card, especially around the monthly bill date, add a backup payment method, check the expiry date and use a card with a security code. If your card has a limit per transaction, lower your payment threshold to match it (Meta Business Help).

Is it Meta?

If Ads Manager itself doesn't load or behaves oddly for everyone on your team, check Meta's status page for its business products, which lists Ads Manager (Meta Status). Problems on Meta's side can only be fixed by Meta.

How aurexus helps

aurexus doesn't read delivery statuses and doesn't tell you why an ad isn't delivering; for that, the Delivery column and the steps above are the place to go. What it does is make a drop visible early.

On the dashboard, you see spend, clicks, leads and cost per result for all connected ad accounts in one view, so an account that suddenly spends nothing stands out without opening each account in Ads Manager. For the check you would otherwise do every morning, set up an agent: it looks at a metric such as spend or impressions once at a set time or every day at a fixed hour, also at night and at weekends, and emails you when the value falls below a threshold you define. If a daily agent finds no numbers at all for its period, it tells you that once as well. More on the automation page.

Agents are part of the paid plans Pro and Agency.

Frequently asked questions

Why are my Facebook ads not delivering?

Start with the Delivery column on campaign, ad set and ad level. "In review", "Rejected", a switched-off ad set or a schedule in the future explain most cases (Meta Business Help). If the status is active, look at bid or cost goal, audience size and payment method.

Why is Meta not spending my daily budget?

A daily budget is an average over the week, so some days are lower and others up to 75% higher (Meta Business Help). If spending stays low, a bid cap or cost goal that is too low, creative fatigue, audience saturation or overlapping ad sets are the common causes (Meta Business Help).

Why do my Meta ads get no impressions?

Either the ad isn't live yet, for example still in review or preparing, or it was rejected or switched off on one of the three levels. "Preparing" means the ad passed review and gets its first impression soon (Meta Business Help).

Is Facebook Ads Manager down right now?

Meta shows outages of its business products, including Ads Manager, on its status page (Meta Status). If the status page is clear, try a fresh browser window without extensions to rule out a problem on your side.
