Meta ads stuck in the learning phase? How to get out

Learning phase and deliveryUpdated 6 min read

In short

An ad set leaves Meta's learning phase as soon as it can deliver stably, which usually happens after about 50 results in the week after its last significant edit (Meta Business Help). If yours stays in learning, it either gets too few results or keeps being reset by edits. The way out: a budget that can buy those results, fewer ad sets and no significant edits until it is through.

Learning, learning limited and this guide

Two statuses in the Delivery column of Ads Manager belong together. "Learning" means the delivery system is still exploring how best to deliver the ad set; performance is less stable and cost per result is usually higher during this time. "Learning limited" means the ad set didn't generate enough results to exit the learning phase (Meta Business Help).

What the second status means and why Meta sets it is explained in the guide on learning limited. This guide is about the steps: what to check and what to change so an ad set gets out.

Why ad sets stay in learning

Meta's help pages name the same few reasons again and again:

  • Too few results for the budget. If the budget can't buy about 50 optimization events a week, the ad set is unlikely to finish learning (Meta Business Help).
  • Too many ad sets and ads. When you run many at once, each one delivers less often, fewer of them exit learning and more budget is spent before delivery can be optimized (Meta Business Help).
  • Edits during learning. Editing an ad, ad set or campaign during the learning phase resets learning (Meta Business Help).
  • Overlapping audiences. If several of your ad sets reach the same people, only one of your ads competes in each auction. That can keep an ad set from getting enough results to exit learning (Meta Business Help).
  • A rare optimization event. Purchases happen less often than adds to cart, so they take longer to add up to 50 (Meta Business Help).

Step 1: Count results since the last significant edit

Before you change anything, look at what the ad set has collected. In Ads Manager, add the columns Last significant edit and Results (Meta Business Help). If the last significant edit was yesterday, the ad set has barely started again. If it was a week ago and there are 12 results, waiting alone won't help; look at budget, audience, bid and optimization event in the steps below.

Step 2: Give the ad set a budget that fits its goal

The budget has to buy about 50 results a week. A rough minimum follows from that:

minimum daily budget = target cost per result × 50 ÷ 7

At a target cost per result of 30, that is about 214 per day in your account's currency. Meta adds two related rules of thumb. With a cost per result goal, your daily budget should be at least five times that goal (Meta Business Help). For goal-based bidding in general, Meta recommends 50 to 100 or more conversions a week (Meta Business Help).

If that budget is out of reach, don't spread a small budget over many ad sets. Use the next step instead.

Step 3: Combine ad sets and cut the number of ads

Fewer, larger ad sets collect results faster. Meta's example: three ad sets with the same objective and creative, one for people interested in dogs, one for dog toys and one for dog collars, each split the audience. One ad set with all three interests gives the delivery system more room (Meta Business Help).

If you split ad sets only to see results per audience, combine them and use breakdowns in reporting instead. Inside an ad set, use fewer ads but keep variety: one ad can contain up to 10 creative assets (Meta Business Help).

Step 4: Stop editing until learning is over

Meta's advice is to wait with edits until the ad set is out of the learning phase, because results during learning aren't necessarily a sign of future performance (Meta Business Help). These edits count as significant and restart learning (Meta Business Help):

  • any change to targeting, creative or optimization event
  • adding a new ad to the ad set
  • pausing the ad set for 7 days or longer
  • changing the bid strategy

Budget and bid changes may or may not count, depending on their size. So if the budget from step 2 is higher than today's, raise it in one step and then leave the ad set alone for a week.

Step 5: If it is still stuck, pick a more frequent event

If the ad set still can't reach about 50 results a week, optimize for an event that happens more often. Meta's example is moving from purchases to adds to cart (Meta Business Help). If a bid cap or cost control is set, check whether it is too low; a tooltip on the status points to it.

How aurexus helps

Step 2 is the one most often skipped, because the budget is set before anyone does the maths. The aurexus copilot does it before every campaign draft: as a rule of thumb, target cost per result times 50, divided by 7, as the minimum daily budget, and 1.4 times that as a recommended buffer. If the budget you have in mind is below the minimum, it tells you before it drafts the campaign.

Frequently asked questions

How do I get Meta ads out of the learning phase?

Give the ad set enough budget for about 50 results a week, combine similar ad sets, use fewer ads and avoid significant edits until learning is over. If that still isn't enough, optimize for a more frequent event (Meta Business Help).

Why are my Meta ads stuck in the learning phase?

Usually because the ad set gets too few results: the budget is small compared with the cost per result, the audience is split across many ad sets, or edits keep resetting learning (Meta Business Help).

How long do Meta ads stay in the learning phase?

There is no fixed number of days. An ad set usually exits after about 50 results in the week after its last significant edit, so a larger budget or a more frequent event shortens it (Meta Business Help).

Should I edit ads during the learning phase?

Only if you have a reason to expect better results. Meta recommends waiting until the ad set is out of learning, because significant edits such as new targeting, new creative or a new ad restart it (Meta Business Help).
